Responsibilities:

  • The  SME will provided functional consulting services by acting as a subject matter expert and leading clients through the system development lifecycle and modernization projects.

Primarily responsible for:

  • Provides overall subject matter expertise and impact analysis for key program areas through the lifecycle of a project
  • Leads requirements validation and design discussions with program areas, IT, and operations units
  • Works collaboratively with clients, customers, program staff, and users to understand business issues, data issues, testing needs, and specific training opportunities
  • Supports the overall testing, implementation, and training process of a new implementation by working collaboratively with the project team
  • Uses knowledge of the users, caseworkers, and program areas to identify gaps, process improvements, and risks for the project
  • Demonstrates a depth of knowledge on federal and state legislation impacting systems development, programs, and policy in HHS

Requirements:

  • A minimum of 8-10 years of experience working in Human Services (i.e. SNAP, TANF, Child Support, Child Welfare)
  • 2-4 years of experience as a functional lead, business analyst, or key role on a system implementation or major modernization.
  • Experience as a caseworker/user or working directly with users of Human Services systems
  • Experience working in a team-oriented, collaborative environment
  • Excellent interpersonal, written, and oral communication skills
  • Minimum Bachelor’s Degree in related field
  • Open to project travel as required by project
