I. Summary

Responsible for the delivery of technology services for external clients.  Provide specialized input and content development for deliverables, proposals or new business opportunities.  The proposed candidate should have an understanding and have executed against the SDLC process, and should be specialized in Microsoft .Net technologies. This position is located in Sacramento, California.

II. Essential Duties & Responsibilities

  • Ability to review functional requirements to determine technical scope, technical requirements and analyze gaps with the existing codeset
  • Ability to collaborate with client, business analyst, other team members to gather and analyze the documented solution.
  • Evaluate existing architectural documentation and provide recommendations for improvement
  • Able to maintain the current codeset in an M&O stream; and able to develop new functionality using SDLC standards
  • Help plan and perform  integration for DHCS with FI$Cal.
  • Provide assistance and expertise designing and documenting information management solutions (dissemination, collection, and storage) and system interfaces and enhancements. 
  • Perform analysis, design and coding duties.
  • Compile technical and functional documentation inclusive of deployment instructions
  • Provide technical support for issue and defect assessments.
  • Excellent analytical and problem solving skills – ability to work on complex problems where analysis of situations requires an in-depth evaluation of various factors.
  • Ability to communicate clearly and persuasively in oral and written formats.
  • Skilled with conducting status meetings and providing status reports.
  • Perform tasks efficiently and work together with team to ensure project success.
  • Perform other duties as assigned.
III. Required Skills and Experience
  • Masters Degree in Computer Science or Management Information System (MIS).
  • (OR)

    Bachelor’s Degree in Computer Science plus three years of equivalent professional experience as a Program Analyst, Developer and Consultant.


    Six years professional experience as a Program Analyst, Developer and Consultant.

  • 5+ years design/implementation experience with .NET framework and SQL server
  • Five (5) years’ Experience in Web Application Development with at least (3) years’ experience in .NET Framework 4.x:
    • Experience with Microsoft Enterprise Libraries
    • Experience with C#, ASP.NET
    • Experience with Sharepoint, TFS, and SQL Server 2016
    • Experience with MVC, and Entity Framework
  • Proven experience in gathering, analyzing, and confirming business and technical requirements.
  • Experience creating technical documentation for architectural design and footprint

IV. Desirable Skills and Experience

  • Experience working on State Government projects.
  • One (1) year of experience working with DHCS Programs and IT information systems.
